A lot of earlier Falcom games have that sort of fucky animation for anything spinning in a circle. Instead of actually rotating an object, they'll just keep it static and slap a bunch of animated sliding textures on it. Nayuta takes place in a lost city full of giant magical gears and they're all like that.
