Salt doesn't benefit from being ground "fresh" like pepper does and if a certain texture and shape of salt grain is what you want (for pickling for example) you need much larger amounts than are made with a tiny grinder.

If you're in a high-humidity environment, fine salt grains will tend to clump together instead of flowing freely, but you don't necessarily want to put coarse salt grains directly onto your food at the table. Also, if you're putting a pepper grinder on the table, having a matching salt grinder is aesthetically more pleasing than having a pepper grinder sitting next to a salt shaker.
