It is a pissing contest project at best; pretty much every post-Korean war APC can be turned into positive pressure cabinets or closed circulation, so that any nasty ABC contamination doesn't leak in. Wheels are also easier to decon and clean than tank tracks. Most importantly, if it is not contamination but raw radiation, exposure time is more important than if you are behind 1, or 35 cm of steel, so speed would be better than excessive armor for safety of the passengers. So basically it is a repurposed tank that really sucks at its job, if its job is people carrier in contaminated landscape. And why would non-military VIP ever be in a place where your armored transport needs to be MBT-level of armoring? Also, it is a slowly moving target for insurgents with anti-tank gear, *if* it is meant for carrying VIPs in front lines. I really struggle to find any use for that thing, where normal APC or MBT with ABC kit installed doesn't do the same job, but more competently.
