Who regulates online gambling anyway? At a casino, government inspectors come in to inspect the tables, monitor the dealers, whatever. The Canadian Pari-Mutuel Agency monitors every aspect of horse racing, including the horses themselves and how betting is carried out. But these online slots and roulette, is there anyone watching the code (live, not just when it's approved) to make sure the competition is fair? Is there even a legal requirement that they have to work the same way as the table games they're emulating? Like, how do they know a virtual roulette wheel is as fair and works the same way as a physical table, which is inspected every however many weeks or months?

Not just America, as PFC said, controlling disease has been a major focus for states as long as they have existed and long before diseases were understood. Even before states, primitive taboos most often have a practical effect that mitigates what we would call a public health risk, to one degree or another. Not doing anything about a pandemic disease just wouldn't compute until the logic of capitalism fully overtook ... well every other belief system, human connection etc.
