Problem description:
Let me just give you an MS Paint diagram:

PCs 1 and 2 are technically on different networks, since they're connected to different routers, so they can't see each other for file sharing, and I very much need them to. Internet works fine on both, as well as all devices connected to router 2 by WiFi.

If I bypass router # 2 and plug the hardline upstairs straight into PC #2, everything works just fine, as would be expected, but I've never used two routers before and am not sure how to make them play nice with one-another.

The reason the setup needs to operate this way is that "downstairs" is in my garage, so much of the house doesn't get WiFi if I don't put it in the living room.

What's really weird is that despite not being able to see each other whatsoever, Moonlight still works. I can stream PC1 to PC2.

Attempted fixes:
Every flavor of resetting and power cycling, and disabled all firewalls both on the routers and the PCs.

Recent changes: Have you made any changes to your system/configuration recently that might have caused the problem?
It's a new network setup and this has never worked, so no.

Operating system:
PC 1: Windows 10.
PC 2: Ubuntu 22.0.4

System specs:
Both home-built, so can't remember at present, but will edit to include if it becomes relevant for some strange reason.

Location:
United States

I have Googled and read the FAQ: Yes/No
Yes, but I am absolutely poo poo at figuring out what wording Google wants to get me the answer I need, plus like half of every loving tech support article it spits out is written by AI now.

Thank you in advance. You're all wonderful for doing this for hapless peeps like me.

What are the exact router models?

If you plug that hardline into a regular port (not the uplink port) on router #2 then router #2 should act like a switch and be on the same network as router #1.

If you're trying to share files between the two computers then: https://itsfoss.com/share-folders-local-network-ubuntu-windows/

Router 1 is a Belkin N150. Router 2 is a Netgear Nighthawk AC1750.

Tried this, and it works, but then router 2 doesn't kick out Wifi internet anymore.

Even took a weird wild swing just in case and fed a cable from Router 2's main ports back into its uplink port in the hopes that the Wifi would transmit internet, but no dice.

That isn't the problem, sadly, as they network together and share files just fine when they're on the same router. It's adding a second router into the mix that's the issue here.

This might not be a viable solution for your situation but you can use rustdesk, which is a free version of teamviewer, to transfer files between any 2 computers fairly easily. https://rustdesk.com/

I'd make sure both of the routers are on the latest firmware.

Then I'd log into the Nighthawk router and try these steps to enable access point mode: https://www.youtube.com/watch?v=r1vSs0ssLNM

If that doesn't work then you could always ask in the networking thread too: https://forums.somethingawful.com/showthread.php?threadid=3442319&userid=0&perpage=40&pagenumber=672

Did the former before I bothered y'all with this, but that AP Mode bit was the missing piece. Thank you so much! Workin' great now.
