I remember the end bit being conceived of by some linguist but only remember the first two parts of how "ghoti" is "fish". When spoken aloud: The 'gh' in words like rough, tough, and enough forms an 'f' sound. (ruf, tuf, enuf) The 'o' in 'women' forms an 'i' sound. (wimen) It's novel to presumably make that into a cryptogram-adjacent puzzle, but I'd be worried about decoding the 'alphabet' either being a pain or being stuck having to look up resources that would amount to a guide in practice.
