If you ask Kazuchika Okada, he'd say Rocky and Best Friends are not in CHAOS and never have been, but then if you ask him who IS in CHAOS I'm pretty sure he'd say,"Me, Nakamura and...... Ishii?" Rocky is definitely in CHAOS and Best Friends continue to claim they still are too, and I see no reason to assume they're not
