It's because they can't ram without instantly dying. Such a weakness is both moral AND spiritual, and they refuse to let it rub off on a player through a campaign!

I wish! Honestly, outside of blatantly demon possessed vessels, it's not like "Chaos" ships aren't just stolen Imperial vessels for the most part. Would be nice to see them having more variety from their non-Imperial Chaos members; something wacky like a Yu'Vath crystal ship or a Chaos-corrupted Necron vessel feel entirely appropriate to the faction. Dark Mechanicus vessels, alone, would be a wild nightmare of, say, Necrontyr living metal, eldar solar sails, and warpsmith-enhanced lance batteries. Would make that faction pretty busted, I suppose!

The easy resolution to that is to launch your own wing to counteract them while they are also within range of your turrets; that shreds them and you (usually) don't lose your own fighter wings in the process.

It's also very important to keep developing your fleet commanders and ships' levels while you can! That, and building up resources to grow your battle groups. Phasing out most of the lighter vessels in exchange for cruisers with maybe one or two escorts, or even Battle/Grand cruisers (though that'd take quite a bit of whack-a-mole) is pretty important, because light cruisers become little better than escorts after no time flat.
