This is a result from the calendar being based on the cycle of the moon which doesn't fully correspond to the solar cycle.
And of course it's nothing as simple as once every four years, we don't do anything the easy way.

It rules because it's actually an entire extra month and it's literally just called [month] II

it looks like your permissions were set funky. i switched them, you should be able to make threads with those tags now
