It's hard to get a really clear picture of how it all started but it looks like it spread from white supremacist militia types to black nationalists in prison. I have no idea how, I can't think of two groups of people less likely to hang out and share ideas.

Even exceptionally well read and education people don't have a clue what the law actually says and intuit 90% of it. Hence your job. It's more a matter of erosion in institutional trust and a section of society that are specifically manipulated not to be able to tell the difference between reliable and unreliable information.
