Its kind of that simple, but that means taking on more fuel, and joining an already waiting fleet of ships at another port, that may be even more distant and already packed with scheduled ships awaiting loading or unloading.

They probably had no way of knowing that given loss of power and time to get the backup generators up to bring up instruments at the minimum if they were not already on.

Its likely going to be something that was largely outside the captains control given the double power loss. With no power means no hydraulic, meaning no rudder or electricity for thrusters, and it looks like once power came back they restarted the engine and tried to reverse which will cause the boat to shift anyways.

Sucky situation.

Yes but with no instruments to tell you your intended path, what would you do? Assume you won't hit the bridge or try to avoid hitting the bridge altogether by throwing it into reverse?

Nah, usually they just help the ship leave the dock and pull away, but the ship was effectively under its own power and already maneuvering so the tugs go off to move the next ship.

Flimsy bridge was flimsy.

Not that I expect fenders that small to stop a ship that big, it would need better protection. But you know, protection cost money. We hear about how so many bridges all over need repairs and updates, this is a good example.

This is why they say rules and laws are written in blood.

Fenders don't exactly have to stop the ship, if you look they are angled towards the most likely direction the ship would be approaching, they just need to push the ship away or redirect it away from whatever they protect, not necessarily stop it.

In fact its easier to redirect something bearing down with that much force than stop it.

They could've built something capable of deflecting it at least, stopping no. Its far easier to get something that size deflected and the energy moving in a different, slightly changed direction than to stop it.
