It's a little more complicated than that. Evading police pursuit is a full-time job in this game. They go tactical very early on, with plenty of backup, barricades, and close air support. You can get away from them but it takes some serious effort. If your reputation is bad, there is a high chance that the civilians are scared of you and will report your presence unless you do something about it, which can complicate an otherwise routine mission. If your reputation is good, they (probably) won't call the cops because you're known across the city as a vigilante hero. You gain reputation by interceding in street crime and through various missions, and lose it through committing homicide against civilians and police officers. The morality system is thus there to force you to think tactically and act precisely when you're carrying out story and side missions, because the more random civilian casualties you inflict, the harder the game gets. It's not Mass Effect. It's more of a way in which the game reacts to your play style and adjusts itself.

I was actually trying for a low to nonexistant Civilian bodycount in Prototype of all things. While I got that Nice Guy achievement for not eating civilians, my Civilian body count went from nearly nonexistent to skyrocketing and no longer giving a poo poo because when the game required you to drive armored vehicles by the plot... Welp! I won't eat you unless it's an accident, but I'm sorry game, I TRIED but if you are going to hold their either being unwilling or unable to move their cars away from the giant tank against me, then I am no longer going to bother avoiding them on foot and simply sprint through them and shrug as I leave craters in their picnic when I land. EDIT: vvv Yup, that about sums it up. On the bright side, it was very liberating because my favorire method of problem solving was "throw cars/scenery". This worked wonders on everything up to and including the penultimate boss, and only the final boss's clever decision to get rid of objects I could throw before I could get to all of them made it last as long as it did. Prototype was even worse than that, I remember that there were a couple of missions that were straight up impossible unless you were whipping a tank around like a sports car and pushing the roadkill body count into the hundreds.

On the other hand, it was super easy to maximize that meter, and then you could go all Supercop and not have to worry about holding back. It was also a nice way to encourage you to play well. I really liked that experience system, honestly.

This should give you some idea what Blood Dragon is all about. Plus the main character is Michael Biehn(Aliens, Terminator) spouting one-liners while you murderize a shitload of evil cyborgs that all sound like Cylons. It's pretty great.

For the more immediate stuff, you just need to look in the general direction of what you want to hack and press a single button, so it should be a snap to set off a barrier or turn off streetlights to cause an accident midchase. And if you need a bit more time to line things up, turn on focus to get a bit of slo-mo to line up things more accurately.

Yeah, the phone is used for city features like navigation, games, and music. You don't have to use its menu during a car chase or gunfight. For most of its practical uses, it's point and click.

Somehow I really really like that the jumping-around and shooting-stuff minigames are Augmented Reality games that Aiden's playing. Goofy? Yes. But not narrative-blocking, and hell, I've actually played crap like that with my Nintendo 3DS--Face Stealers is totally just exactly that (and similarly you look like a total doof to everyone around you when you play it, haha)

You still get to do fun crazy stuff in a sandbox world, but you don't lose the sincerity of the setting.
