You can legally claim that they are "Made in America of imported materials," etc etc, if you can feasibly state that the majority of the value-add to the product is in a step performed in America. Do the final package here and stitch on that hideous "T" and he'd have a strong argument. Not an ethical one, mind you, but one that's been held up plenty of times in other manufacturing environments, including shoemakers (New Balance in particular).
