Their CEO got busted for tax fraud and they got hit with a big fine for that last episode when Unit-01 chowed down on the Angel. I've seen shows like Higurashi start running on fumes around this point, but there are parts where the shortcuts actually become kind of laughable.

The subway gas bombing was in March of 1995 and the series didn't start airing until that October, so unless they were already animating by then I don't think so. Gainax's CEO did get arrested for embezzling or tax fraud and I think they got in trouble with the network for the episode where Unit-1 eats an angel, but that might be another rumor.
