On that note, is there a technical reason that FO3 modding died? I mean I and most people think NV is the better game in terms of story, but I have been playing FO3 again and comparatively, FO3's environments are stunning.

From what I've seen in the TES and Fallout modding communities, when the newest game comes out, most people shift their focus onto it (all other things being equal.) There are other factors, too, however.

For example, look at the Elder Scrolls series: Morrowind's community has, over 10 years, maintained steady numbers and produced some very impressive things, even by Gamebryo modding standards, such as MGE-XE, MGSO, and Tamriel Rebuilt. I feel like this is, in part, because Morrowind is a fundamentally different game than its sequels. It's pretty difficult to replicate the Morrowind experience in Oblivion or Skyrim. By comparison, Oblivion's community has largely dried up because it is, arguably, a worse version of Skyrim. There aren't very many compelling reasons to keep people involved in Oblivion, especially since the most high-profile mods already exist in Skyrim, or are actively being worked on.

The strong similarities between FO3 and NV (that is, they're more similar to each other than Morrowind is to Oblivion or Skyrim) meant that nothing was really keeping the community from moving on to NV, which is basically FO3 with some baseline improvements, like weapon modding, crafting, and reloading. If NV was a hugely different game, you'd probably see a stronger presence in FO3, sort of like you do with Morrowind. As it is, there seems to be a greater interest in getting FO3 into New Vegas.

They've done some pretty good work on it. There are still some issues with it, as can be expected but for the most part it's completely playable. The installer is also a hell of a lot easier to work with than RFCW ever was.

It's clearly(?) the arrow that belongs to the karma meter, but you also seem to be missing the bar to your XP meter. I don't have a guaranteed solution for you, but have you tried going into the mod config menu and changing these components' positions (even if just by a pixel or two)? Who knows; maybe it would somehow reset/bump things back into place.

I use all the HUD mods you mention, but have also integrated One HUD into the mix. I'd recommend it; the install instructions for One HUD have a very clear order laid out to install all of these UI mods. You shouldn't lose any functionality from what you have now, and it might very well clean up your problem. So far I haven't encountered any issues with this set-up.

Probably not, because too many settings are used for both day and night, like the color grading. Tweaking ENB can be kind of a nightmare if you're looking for specific results at different times of day. :(

I know that. It still failed to work properly when launched through MO. FOMODs themselves are just archives themselves (dunno what format exactly but they work with winrar and the like). But they work well with modular mods.

But MO failed to install/work with at all two mods, claiming the archives were damaged, despite them working fine with FOMM and winrar and 7zip. No idea why, but since it failed to handle WMX, I had to let it go.

Beeb, it looks like a classic case of two many mods, IMO. does it get otherwise any more unstable than those missing textures and stuff? Menus/other stuff failing to work?

I need to experiment more, but any ideas on this weird frame rate issue I'm having?

Often, when I reload a save (from a game already in progress), my game reloads at a significantly lower, choppier frame rate than I had just moments before.

Restarting the game fixes it, but simply reloading that or any other save from within the game does not. However, here's the head-scratchingly weird part... if I re-save the game and overwrite an existing save, there's no change/effect--the game's still running at an unusually poor frame rate--BUT if I save the game as a new save, the problem is instantly fixed. I don't mean reloading that new save; just the act of saving to a new slot makes the frame rate immediately go back to normal... smooth as butter.

I think I have it narrowed down to either my ENB, or my weather mod (I'm just using Fellout for simplicity's sake)... When I make a new save and exit the menu/console, there are visually a few things related to weather and visual effects that reload/reset (I assume that's a normal vanilla game function).

Before I dig too much deeper, though, I thought I'd check and see if anyone's had this issue or knows of a solution. All I can internet detective up is just people having generic issues with various ENB set-ups making GBS threads up their overall frame rate.

edit: Ugh, just had it happen backward for the first time. Saved a smooth game, got choppy. Saved to a new slot, stayed choppy. Saved to an existing slot, switched to smooth again. Not a game-breaker or even that huge of a headache by any means, but drat it's weird.

* HHG Arms is celebrating its second year anniversary with important announcements!

* Criticisms of our products simply being "a collection of slightly varied assault rifles" have led us to introduce many different firearms into our distribution and manufacturing facilities. We now also have a collection of slightly varied 9mm handguns and a collection of slightly varied battle rifles.

* Weapon parameters have been standardized. You don't need to know what this means.

* Due to the inflation of the economy caused by massive firearm imports, all the unique / special weapons sold by the Gun Runners and Mick & Ralphs will cost at least 10,000 caps.
--A select few weapons will reach above the 100,000 cap mark, including the newly-deployed NCR heavy cannon ATS Legionary Tenderizer, priced at 200,000 caps, ironically a modest increase from the previous price of approximately 193,582 caps.

* Browning Auto-5 being put out of commission after it was found by retailers to be a lovely replica of the Remington 1187 bootlegged by Ahztek, which is a completely different gun. It has been replaced by the Winchester 1300, for sale at the low, low price of 2,300 caps. A 10,000 Aureus (equivalent to 1 million caps) contract with Caesar's Legion has been secured.

* PLA (Pure Liquid Anime) shipments have brought in new products!
--The Grinder Mini-Gatling fires 5.56mm rounds at a dizzying rate of 3,600 rounds per minute with the side effect of a stasis vortex happening when more than one wields the weapon due to the amount of projectiles being fired. MSRP: 150,000 caps.
--[1]Mieze Flak Cannon (a man-portable version of the famed 88mm KwK 36 cannon) fires devastating anti-infantry flak clusters or armor-defeating explosive rounds meant for defeating the armor of tanks, if any of those that still function exist. Our test subject of an East-originated super mutant behemoth proved to be a viable analogue.

* We regret to have lost our shipment of pre-primed "Javelin" missiles originally to be used as components for adhesive explosives to a mass of Fiends. As a result, we have decided to make our experiment public, due to it being a dangerous weapon in the hands of psychotic raiders alone. Blueprints have been broadcasted to every Pipboy within a 10,000 mile radius. The blueprints include constructing a tactical nuclear device consisting of only 3 Fat Man mini-nuclear warheads, though several incidents regarding the stability of the device have led us to abandon that project.

* We have improved the quality of the standard Legion secondary armament. They have been sold a number of surplus blades of Middle Eastern and East Asian design, as well as manufacturing facilities for the improved machete Gladius, replacing most instances of their improvised rusted machete that NCR soldiers have been making on their own.

* We are currently addressing the issue of cylinders popping out of revolvers and popping back in, but our fabricator of such products is too busy playing Planetside 2.

[1] Mieze Addendum: Defects in the design found by our tech boys in HHG included recoil that dislocated a test subject's right arm and left leg permanently. This, among other undesirable outcomes have been rectified and replaced with a simple recoilless, exhaustless "simple fire" mechanism which necessitated the weapon being able to be loaded with only a single shot.
