Probably depends on the state... Wisconsin will let (unless it changed within the last 2-3 years) private companies become subscribers of plate data. Used to come on Microfiche, but it's just been a CD distribution since at least 2008 and you'd get a new CD every six months I think.

Those are brake calipers off a bike, looks like a Yamaha R1/R6 or similar, and the discs appear to be for a Buell.
