I'm not sure the letter would have counted for much anyway - I expect that everyone gets a "recommendation" letter, regardless of their actual ability - but it speaks to Benny's inability to properly prioritise following through on poo poo. He'll become obsessed with the trivial while ignoring the potentially important. Even more interesting is that he "hasn't been able to get hold of" anyone to mail out a letter to him. It's my understanding that they can claim him as a dependant as long as they pay half of his support, which they no doubt doing. Considering his parents have 4, possibly 5 depending on his brother's situation, dependants and his father's income presumably is not being reported to the IRS I would assume they have no income as far as the government is concerned. So, no, there is no reason Benny can't get healthcare as I see it.
