I thought this was either another surreal Heathcliff, or an even-more-surreal edit, but no, it turned out to just be Gilchrist-esque pandering to old people. I guess they figure if you're getting a newspaper delivered, you'd remember Felix the Cat and Vavoom the Eskimo? (or that you'll just Google it like I did?)

It's a minor nitpick but assuming you get this from the SeattlePI site then if you click the Buy a Print link you can actually see the entire Sunday strip including it's banner like so.

It's a pity the whole no killing thing crept into the Phantom. Some of the older strips I've seen had him killing fools all the time.

That sentence sounds wrong on many levels.
Frankly the fact that I didn't know who the Eskimo guy kind of made it funnier.

This is a pretty literal translation and it works decently as is, but there's actually a much better pun involved. Päihdekasvatus means "drug/substance abuse education", with päihde meaning any psychoactive substance (literally "intoxicant") and kasvatus being the "education" part. Besides that, kasvatus can also mean (let me copypaste from wiktionary here) "rearing, upbringing, raising, training, breeding, growing, nurture".
