Päihdekasvatus means "drug/substance abuse education", with päihde meaning any psychoactive substance (literally "intoxicant") and kasvatus being the "education" part. Besides that, kasvatus can also mean (let me copypaste from wiktionary here) "rearing, upbringing, raising, training, breeding, growing, nurture".
