There's been plans to scrap the Barnett formula in the event of a no vote, under the usual benefit scrounger panic. It's gotten worse with the vague promises of further devolution. It's most likely that.

It's a lovely MAYHEM AND VIOLENCE cartoon - the narrative is that the referendum has been full of violence and intimidation. I guess you could either read it as Scots are too busy fighting to actually vote, or that some Scots are so busy fighting that they prevent everyone else from voting, either way it's trying to paint an impressive show of democracy as a grubby failure

e- hell I'm looking at it on my phone and you might be right, on closer inspection it does just look discarded. Somehow that's even worse, at least the mob violence thing has been fuelling tabloid front pages for the last few days

The halo of pure white space surrounding it draws the eye making it the focus. And Cloud Potato was right. It's something editorial cartoonists draw on the eve of any election when they have to talk about something but don't know anything yet.

Yeah I considered that too but the unattended ballot sticks out. A queue of voters (with no overt Yes / No attire) outside a polling station might have made the point better.
