I work for a small investment firm. In a nutshell, we manage peoples' brokerage accounts for them. The owner had one of our research staff look up the props for him, and he forwarded it to the rest of the office today as a voting guide. Most of the people in the office tend to worship Reagan (one of the Account Execs here jokingly described visiting the Reagan museum as a holy pilgrimage to Mecca). I dunno how much effort the guy put into this pet project, but the reason he gave to vote yes on 2 is because the rainy day fund will also repay debts as well. This makes California municipal bonds safer, and that's a significant portion of our fixed income investments. So I can see why the researcher would support a yes vote. A cursory Google search has Ballotpedia backing this up: quote:Require that from the 2015-2016 fiscal year until the 2029-2030 fiscal year, 50 percent of the revenues that would have otherwise been deposited into the BSA must be used to pay for fiscal obligations, such as budgetary loans and unfunded state-level pension plans. Starting with the 2030-2031 fiscal year, up to 50 percent of revenues that would have otherwise been deposited into the BSA may be used to pay specified fiscal obligations. That sounds like it would be used to pay off bonds to me. Doesn't sound like a terrible thing to me, but "rainy day fund" is not a completely accurate description.

Because of the Prop 13 limits on taxing real estate, California's finances depend on income, sales, and business taxes, all of which are cyclical and very sensitive to the boom/bust dynamic our state has always labored under. Money sloshes into the state treasury in good times, and evaporates in bad times (which is tough because the state has to pay out more benefits in bad times). Anything to move the state off of its traditional feast-or-famine budgeting cycle is objectively good news.

^^^ I am sure a Republican Senate caucus which blocked his appointment to the Ninth Circuit in fear of that very outcome will get right on that. Democrats may very well lose their supermajority in the assembly. Districts 16, 29, 36, and 65 are currently trending towards Republican takeovers, District 44 is trending towards a Democratic takeover. Districts 57 and 66 are virtual ties with Democratic incumbents.

With 9 seats left to call (according to the LA Times) but 100% of precincts in, it is now highly likely that Republicans have blocked Democrats from holding a supermajority in the Assembly (Republican candidates are 1 seat from blocking the supermajority and are currently leading in the undecided Democratic-held districts 16 and 66)

I'm disappointed that 45 and 46 went down in flames, but Torlakson and Honda won (those were my two biggest worries; and 47 winning I think shows where the CA electorate is right now. It was a mostly good night for us, unlike the national situation. I assume someone is working on getting pot legalization on the 2016 ballot? Based on OR and AKs results, I think that would be a no brainer.

This wasn't in much doubt, but thank god my state senate district stayed Democratic. I'm relieved running a campaign which basically amounts to "We must secure the education of our people and a Cal for Chinese Children" didn't work here.

I'm actually (pleasantly) shocked that Tuck didn't win, especially how things seemed to be trending during the last month and especially with the outside money rolling in. I'm bummed about Chiu beating Campos in SF and Measure G going down, but it's not too surprising considering the hold that VCs and Tech has of the city these days.
