He's a hateful, self-centered bigot who spews his venom in every direction and denies his "enemies" even the most basic sort of empathy and compassion. I'm still undecided as to whether the condom sign is meant to be an attack on the institutions or on young girls. But he's absolutely right to attack the former as he does here. The rapists were overwhelmingly Pakistani and/or Muslim men, so he could certainly have made a worse cartoon if he'd really wanted to.
