 the point of the runoff is that anyone can run for the first vote, then you reduce it to the top 2 candidates if a 2/3 majority isnt assigned. becase there's only 2 candidates the process is rendered superfluous

It's called a super majority, you need to have 2/3rd of votes in the Assembly if you want to amend the French constitution.

That's what they are discussing at the meeting the same day as the Champions League final.

Big thing with the vote is it shows the potential break away group is massive, and would make what's left of FIFA worthless (part from the Billions in the bank).
