Liquor licenses for one-off events that aren't in an existing location with a liquor permit are very difficult. They require an existing permittee (i.e. a caterer with a liquor license) to handle the dispensing, fees can be steep on top of that, and there's no guarantee a permit will be approved if it's for something like a metalfest. Locally, I know there are special provisions for picnics, charity events, golf tournaments, and nonprofits that make it a bit easier, but things like bars expanding or breweries opening basically require bribing someone to actually get a permit processed. Festivals basically need to piggyback off of venues/bars to establish themselves before they'll be considered as a viable venture for being granted a liquor permit. Essentially a trial run of being a legitimate event and not a nuisance.

Maybe it's that I'm a power metal nerd, but that line-up does nothing for me. Not familiar with most of the bands and I'm not a fan of the ones I've heard of.

I definitely hope they succeed, don't get me wrong The Juggalo fests there were BYOB too. Apparently Illinois requires you to be a nonprofit entity to get a special event license.

It's a re-recorded and expanded version of their 2010 album, but from what I've heard of that one, the rerecording isn't unjustified.
