1. Radical Islamists are different from the people (democracy), clearly symbolized by one being a jackal (an animal associated with negative characteristics) and the other a man.
2. Radical Islamists control the democracy of Egypt, just like the head controls the body.

The reason for Radical Islamists not being centered is the simple fact that there wasn't enough room to put it anywhere else without obscuring the face.
