I'm not sure on the context on that two bulls but I'm gonna guess diabetes is becoming an issue in tribal areas because of easy access to junk food and a general lack of care for their health.

Native Americans may also be more genetically vulnerable to diabetes. In any case, the rate of diabetes among Natives is much higher than the general population, and it's gotten a lot worse over the last couple decades.
