Fun fact (that I learned from an AgentJayZ video recently): those civilian jet engines aren't allowed to run variable nozzles like military jets do. The nozzles are fixed and tuned for max thrust at full afterburner, meaning they generate essentially no thrust at idle. That's what the popping of the burners is before they launch, they're blipping them in order to have thrust at all and move up for staging. So those big fancy military turbojet engines are basically just acting as gigantic gas generators for the afterburners.

So you could make your own, just not use an existing nozzle made by the manufacturer? Makes sense. Still, I doubt most dragsters (or jet ground vehicles in general really) have much use for anything under maximum thrust, so they probably wouldn't invest the engineering time regardless; so banning milspec equipment instead of the technology itself basically has the same net effect. E: In any case, legal or no you can see the truck in question does indeed have fixed nozzles.

Variable nozzles (and intakes) are features of transonic/supersonic aircraft, not of engines equipped with afterburners. For more, read up on de Laval nozzles. Imagine the gas turbine stuck in the middle at the narrowest point of the duct, and you're 90% of the way there.
