The articles don't elaborate too much, but some combination of algorithms to flag and human intervention in reading flagged posts, most probably. And you're right, of course, but that's not going to stop the people demanding that these services censor their users, especially when they can argue that the initial radicalization often happens as a result of susceptible people connecting to radicals on these services, and those susceptible people wouldn't use those "more secretive, harder-to-find" services.
