Is this the subset of lawbreakers that are causing high speed fatal accidents, the ones that send a text while 15 cars back at a red light?

E: ^^^ I imagine it's a hell of a lot easier to pull up next to the window of a car that's already stopped than waste time flagging down someone moving at speed and missing who know how many other people doing the same thing. I'm not American, but I've read about secondary enforcement in the context of seatbelts. Yeah, they can't book you for that alone, it's only against the law for the sake of drumming up more charges if they catch you doing something else at the same time.

Yeah well my uncle's coworker was in a freak accident and the EMT said that if he had a seatbelt on it would have killed him but he's dead now because he got in a motorcycle accident and wasn't wearing a helmet but that's unrelated.
