aren't parents/guardians allowed to determine whether or not their child is an organ donor until a specific age? I was under the impression they were under full control of posthumous decisions, unless the proposed bill is actually attempting to completely rewrite all laws related to ownership of property by minors, which seems unlikely

Organ donations happen per statutes enabling that. Most states (including Ohio) have enacted a uniform set of laws governing how organ donations work, but the state legislature wouldn't be required to stick to that. " Here's Indiana's, here's Arkansas'. The latter has provisions to allow abortion clinics to give the fetal remains to the patient, but it also criminalizes possession of fetal remains for everyone except for doctors and medical students, so I'm a little baffled... Anyway, looks like the Arkansas law went into effect in March, but I can't find any reactions to either law except from anti-choice groups. My suspicion is that neither is a 'big deal'; just a small part of a larger campaign of death-by-cuts.
