Empire at war also had the Forces of corruption expansion, in which you were supposed to "corrupt" planets. They would stay in enemy hands, but you would get its money as a crime syndicate. But the missions to corrupt were all terrible and these planets were frequently uncorrupted so you had to beat the same boring missions over and over. It was way better to just invade and take over. In the end you had like half the galaxy, while the game pretended you were just a crimelord. Also, in the final mission both the rebels and the imperials threw every ship they had at you, so you'd fight like a hundred star destroyers and calimari cruisers and then thousands of Acclamators and blockade runners.

You have to admire the commitment to the aesthetic, both with the canon and non-canon fighters and cap ships. They only iterate (weirdly, sometimes) on the same basic components assembled in different ways. It's actually decent production design to reinforce the difference between the uniformity of the Space Fascists and the egalitarian, open-minded Rebels with their diverse and often asymetrical ships.
