It's not prediction based on polling, it's prediction based on all the information the bettors have. But yes, it is making the questionable assumption that they're competent.

He is, I think, giving a bad and misleading definition of statistical significance. Like everything in frequentist statistics: easy to calculate, but potentially difficult to interpret or explain.
