I think they to some extend try to to pick uncommons that actually see play, at least for the Standard ones. Sometimes they miss, like with Frost Walker and Orator of Ojutai, but more often they hit, like with Hordeling Outburst and Roast. And people complained about Nissa's Pilgrimage but now it's actually seen play in G/C Eldrazi Ramp decks. I don't envy them trying to figure out in advance what uncommons will actually be format staples. I would have expected Murderous Cut by now though, that seems like a shoe-in.

I know one guy locally who was doing well with 4-color dragons running Orator of Ojutai. I don't think it's a terrible misjudgement by WOTC to think Blighted Fen would see at least some constructed play. I'm curious what their criteria for choosing promos are. Clearly it's not just "what do we think will be the breakout uncommons in Standard?"

Blighted Fen is an excellent card that will see lots of play post-rotation when there is far less incentive (or ability) to play 3 or 4 colors. You can book that, friends.
