I did a zombie movie a few years ago where he had veterans playing the National Guard soldiers at a checkpoint at the end of the film, with one who served on a checkpoint in Kuwait taking the lead in organizing everything for realism's sake (the director just let them improvise everything since they knew better than him). All of them made sure to bring lasers to aim at the protagonists as they drove up.

Yeah, lasers and lights in general can have a kind of disarming effect. Even professional-grade video cameras (like the kind used on the news) generally have a switch to disable the little red "recording" light because its presence will make some people go completely deer-in-headlights.

Honestly I think the only reason they work so well is because people believe the Hollywood nonsense, I think it's because when you turn a laser on the person on the other end's thinking goes from "he's threatening me" to "he's preparing to fire". I've seen many times people completely ignore command's to stop with weapon's pointed at them because (I speculate) they don't feel like it and they think they can get away with it because we generally go out of our way not to shoot people, only to completely lock up their brakes or throw themselves on the ground with their hands up the second someone puts a laser on them.
