Because the purpose of the laws is different to the stated purpose. Bike helmets aren't mandated to prevent head injuries anymore than detention is mandated to protect refugees. Helmets are mandated to reduce the number of cyclists, detention is mandated to reduce the number of refugees trying to come here. It would be nice to think that these laws are created based on an even handed weighing of the evidence for and against, but they're not. The decision is made and the justifications come later.

Most people have the capability to punch someone in the back of the head after drinking a skin full but they dont, but we're all being told to go home early because of that. Most people have the ability to go faster than the posted speed limit but hey guess what, the vast majority of motorists dont and even of the portion that do, an even smaller portion result in injuries or death. Lockout laws arent designed to keep people safe, they are designed to funnel people into a casino, just like speeding fines and no helmet fines are designed to make people happy that other people they dont like are getting in trouble (and the government is making money off it). We are a nation of whingers. we dont want other people doing/having/getting anything we dont do/have/get. If they do, we want them punished. Also BB if you agree with GPS speed governing you better also agree with GPS tracking because loving lmao if you think that isnt going to be the primary use of such a system.

Research has shown that seatbelts don't make buses that much safer.
