The deformation definitely looks like what you get on a mesh if you subdivide the vertices, and repeatedly use a "shrink/fatten" tool. Normally, that would be used to inflate a mesh along its normals, but if you shrink it past where it starts self intersecting, you get funky deformations:  Sorry for the poor 10 second setup example. You could save a few of these as target mesh shapes, and blend between them and the original with a wave like modifier. If you apply a subdivision surface to the mesh, you get little bulb / bubble shapes too, and you could projectively texture the mesh with a photo. Just a guess, but I modeled a few weird looking objects with this technique, so that's just what it reminded me of:  eg: The base mesh for that weird thing was just a plain cube, with repeated applications of the deformation above.
