For the Super Cloaker, I'm imagining stuff like: Hide and Seek (Like Winters drawing you back to the front of a map, but with more varied and dickish spawn/hiding spots.) Chase (Even if you track down the Super Cloaker, he can pop a flashbang and take off running to another spot. Ultimately another trick to force players out of position.) Tower Defense (Disrupt all four Super Cloaker operatives from reaching a certain position or Very Bad Things happen. Ala the tear gas deployments on Trustee Bank or Undercover.) Or...ooh. Elite Cloakers that don't make noise themselves, but place decoy radio transmitters near their hiding spots that do. So you still get tipped off to their presence, but you can't know exactly where they are by sound alone. Or mix them all together. One Super Cloaker, playing hide and seek, but he also has three decoys planted. Smash the decoys to help isolate the real deal's location. Unsurprisingly, I'm thinking about ways for a Super Cloaker to be annoying that aren't just "appears out of nowhere and instantly downs you".

I just want the Elite Cloaker to be The Boss from Metal Gear as far as execution and look. Also the cloakers don't need to be upgraded, they just need to be led and coordinated. Like they stop setting up ambush points all on their own and now hunt in packs like Wolf said all along. The Mother of all Cloakers is here and its gonna hurt.

I just remembered why one RPG top down attack might work on OVK, you're not killing Winters, you are killing his mates. Kill 7/10 and he buggers off regardless of his own health. Not sure of the maths since I never go down that rabbit hole but here is the statement regarding them. quote:Phalanx minion hp is 1500/3000/4000 on VH/OK/DW. The damage of a hit is clamped at 10% of the hp (150/300/400). Winters has twice the hitpoints, i.e. 3000/6000/8000 on VH/OK/DW, and the hit damage is again clamped at 10% (300/600/800). This clamping only affects weapon type bonuses and shield penetration. It occurs before any damage type bonuses (e.g. Spotter, headshot, crits), so damage type bonuses let you push the damage past the clamping. Explosives get a 6x damage multiplier, also applied after the clamping. Headshot/Crit multiplier is 3.75 on DW, else 5 (of course, with a perk deck, the actual headshot multiplier is also multiplied by 1.25). Of course things work differently in game as you can't use the numbers in a vacuum. Shot wasn't on target, shield geometry wasn't right. It got shot down, HP buff kicked in. Lag. Gkitched out. Host dis/advantage. No Super anything please. If I was to design a new enemy I would pick a GL using cop who switches between short lasting Tear gas and Stingers. The Tear gas is self explanatory, the Stinger would act like an explosive but does no damage as it uses rubber balls for sharpnal, instead it causes the melee knockback effect on the player. The only problem is that with the game being it is, it wouldn't work since instead of "shooting" it would just spawn a nade as it pleases like the flash bangs. It's L4D2 equivalent would be a boomer/spitter hybrid.

I don't put much stock in player testimonial, considering. That rumor about the lights on Rats affecting cook times still gets floated around places, and some players swear up and down it's true.

Yeah, I looked at the "kill enough of his minions and he leaves" math myself last night and Dr. Cheeto is correct. All the math which applies to Winters also applies to his phalanx minions, and because it's all based on a percentage of total health, it ends up being the same thing in practical terms. Now of course there's potential for bugs (in my Payday? Wow!) or weird latency poo poo, because there always is, but I think we all understand that. It's just teaching them that the correct way to play Rats isn't to hole up in the house, it's to spawncamp every enemy spawn out in the yard not giving a single gently caress because health regen perk decks. The only person who should be in the house is the inevitable jerk with a sniper rifle (note: this is usually me) who tops the scoreboard for numbers of specials killed by wiping them out as they spawn behind the back fence/on the cliffs for the entire duration of the day. Really, that rumor has a lot of benefits if you think about it, despite being wrong! e: the watchdogs rumor I heard was that carrying out bags didn't count at all because Bain's line is AGH WE LOST COKE WAHGHFHG I NEED COKE TO LIIIIIIIIIIVE but you actually do get credit for them. Pretty sure this was a rumor from back before XP rebalances. Bain would always whine about losing coke if you packed some out on your back, but the end-of-day calculations would show credit for all bags. Consequently, it was more efficient to take the last four bags out on your back, but people were afraid to do so because of Bain's lines. Now, I believe things are as you describe. If you want the XP, put the bags in the boat.

Here's an idea, upgrade the AI to be less stupid instead of having all the cops have damage/accuracy buffs. I think they hinted at doing that with the FBI files but who knows if they'll ever implement it. Stuff like shield phalanxes, tazers teaming up with cloakers, cops using smoke/flashbangs as they breach as a team instead of at random, snipers that wait to make their presence known untill you're busy with something else.That could be real nasty even on Overkill. Of course that would probably require tweaking spawn tables, map nodes, and who knows how many things that get referenced for the AI.

Some of the solutions are even simpler - if you haven't tried INH's Gensec on Overkill mod, I really suggest it. It makes a surprisingly big difference spawning in greys and skulls on Overkill. I suspect the reason why Tasers and blues spawn together is to teach players the differences between the two models. The fact that blues hit really hard is probably just a nice side effect.
