I doubt a storefront would do too well. There's a place around my parts called Cosplay N' Charm. They moved out of their Asian indoor mall location a couple years ago into another location and then expanded to another store, so they're not doing too bad. Mostly, they sell stuff like wigs, Gothic Lolita wear, pre-made outfits and various kchotckes but, from the looks of their webform, they do some costume manufacturing or assembly as well.
