My recommendation would just be to ace Cat Burglar. You actually don't need Cat Burglar Ace, it gives you the overwhelming majority of its value in the Basic version, but there aren't enough one point wonders left to really make things worth it. Under normal circumstances, I would point to SMG Specialist Basic, which is superb for one point, but since he has already invested so many points into pistols he'll never use an SMG. Cat Burglar is kind of required if you're doing a light ballistic vest run around a lot build because fall damage in this game is weird and without Cat Burglar your chief enemy will be stairs.

There's other stuff you can do (as the thread has pointed out), but my recommendation would be to just play a little bit again before messing with it more. Again, I feel like this is a game where you really do not need to spend a ton of time stressing over your build, so going back and forth about every little thing seems counterproductive. Just don't be afraid to respec and experiment from time to time.

RE: Steadiness - Tough Guy multiplies the base steadiness value of the armor in question by 2 and thick skin acts as a flat +10 on top of that. Suits and LBVs have the same base steadiness (11), so tough guy is giving just as much stability as thick skin. As a point of reference, ICTV has a base steadiness of 22.

Steadiness is a very gunfeely thing, and I'm not fond of making hard-and-fast declarations on the effectiveness of something that is after all pretty subjective. How much is your aim jarred by incoming fire? It would depend on the guns you're using, what you're trying to do at the time, and your personal preferences, no?

This is not a game you need to minmax in. Try a few things, see how you like them. Get on the steam group chat and the mumble and play with goons.
There are a lot of guns in this game and the overwhelming majority of them are a lot of fun.

Alright, cheers! For now the plan was indeed to just to set the basics reasonably straight, and then see where games takes us - it was as much of a min-maxing question as just reluctance to reinvent the wheel, so to say, since I know little of loud stuff and his more than a year behind on it.

It's my personal experience that it's gradually gotten worse over time, which may tip the scales from "works often enough you don't notice" to "whiffs just often enough for you to notice" independent of internet changes (e.g. same host/client, same ISPs for both) but I obviously don't know for sure if it's just me or if it's everyone.

A bunch of my friends who have largely stopped playing only come back when there are new achievements or when someone wants to run through achievements that they missed while they were away, and then they play a few hours doing just those achievements.

I don't believe there is any official word either way. However, they also haven't bothered with stopping far more broken things (like outright cheating) or things that impact their cash flow (like the skin unlocker), so you're prooooobably just fine.

They're fine with it. They couldn't care less. Their official policy is that gameplay-changing mods are only problems if used to abuse other players, and piracy mods are always inappropriate.

Skin and DLC unlockers. Steam Achievement Manager is generally frowned upon too but they only ban for that based on reports, and it's just a community ban. There's no sort of VAC or any other anti-cheat.

I can vouch for that. I tried it last night and while they murdered everything super fast? Crazy rear end recoil and they went through ammo at an unsustainably shocking rate.

Going to pop in and say again that forced stealth heists make absolutely zero sense within the Payday 2 universe. The gang has carried out multiple, multi-day heists in which they have slaughtered thousands of elite policemen and heavily armed mercenaries. Somehow they have to steal an item undetected or they'll be 'hosed'. Why can't they just shoot their way out given they've done it so many times against incredibly heavy odds on so many other occasions?

Did get all the achievements with a good group of pubbies though, so never playing that one again because forced stealth is stupid and unfun.

It makes sense for murky station, since you're doing this under the other guy's nose and the idea is boiling point takes place the morning after the raid before anyone finds out. I agree with you on shadow raid though.

I'll agree in that I burned out once doing nothing but stealth H&T banks to get my first infamy level. Sucked soo loving hard.

Anymore I generally enjoy stealth. Art Heist, Shadow Raid, and Murky Station are all good poo poo. Framing Frame can still get hosed with a trident.

Need to figure out how to do Alesso. Not really tried ti much, but it seems fun. Especially the No Kill run.

Stealth can be fun if you have a bunch of guys who know how stealth works and preferably you all have mics and there is no or very little desync.
