The new plan is backing the Kurds and their allies in the SDF, so it depends if you consider the SDF to be a "rebel" organization or not. The SDF has FSA units in it (as well as a shitton of Assyrian and tribal militias), but the SDF as a whole is not shooting at Assad, but they certainly don't like him and won't accept Assad ruling over Kurdish or SDF-controlled territory in the future. It wasn't really confusing. It's the same idiotic game plan the US and Russia have tried countless times before. Let's arm an ethnic group and see what happens! Spoiler alert: they kill people, the eventual regime is unable to balance controlling the country with the interests of the state for whom they're a proxy.
