While "creep" carries with it a certain implication of physical unattractiveness, it more broadly describes a person whose attentions are not only not reciprocated, but not even desired by the opposite sex. No matter how homely, a woman's attention is seldom undesired by (heterosexual) men, and the sort of behavior that does make a woman's attention undesired usually puts them in a different category than creepy ("psycho," "bitch" etc...) all heavily gendered insults with worse implications than "creep."

Except, well, this time it's legal adults doing that kinda stuff and that's all kinds of sad Often times the root of your problems isn't "the patriarchy" or "women being slutty bitches" but rather the source of the problem is the person in the mirror and they'd rather blame half of the human race for their woes rather than take responsibility and improve themselves
