Eurovision is a public broadcasting alliance so it might just be the Russian public broadcasting company's representative commenting when asked. OTOH Russian media is tightly controlled by the government and they also try to control international perception of the country (see the troll factories) so it'd fit the government's interests.

A whole lot because the whole oligarchy is built around him, Russian political institutions are completely unfunctional. He's the man of the security apparatus and the military which is the most powerful political wing in Russia. There is little free press (just a few days ago the big fairly-independent run by an oligarch news source RBK had their whole team axed for investigations into corruption) and the propaganda is effectively playing on the Russian siege mentality and blaming economic issues on external enemies. However they know that things right now are absolutely stacked against them and any singular action they take is doomed to fail so why bother? такова жизн...
