i teach free repair classes, provide a full shop of tools and have a "earn a bike" program for exactly these people precisely because a lovely beater bike is a hell of a lot more reliable than any car they could afford

I've been using a mountain bike in the winter with fat tires but I think I'm going to drop the money for one of those nightmare machines with the 4" wide tires for ultimate snow cycling. get that exercise

the proper solution would be to simply subsidize fares for everyone and stop dicking about with one-off bandaids for every special needs group, but that will never happen because the city has no money for transit and the province and feds only believe in giving one-off special dispensations for capital projects rather than actually funding the system itself

seattle has low income fares, and los angeles has subsidized monthly passes, as well as free fare programs. phoenix and portland have free or discount fares they give out to low income serving non-profits. basically lots of best coast cities do something, but a lot dont do enough
