It's not self-igniting. The more polystyrene you add, the harder it actually is to ignite, this is seen as an advantage in the military because unplanned fires are unappreciated. You might be thinking of white phosphorus munitions, because white phosphorus does ignite on contact with the air.

I don't understand how it's possible, but no amount of rinsing will make a fuel tank safe to weld. I was always told that, if you were going to weld or braze a fuel tank, to fill it to the brim with water first. I'd never risk it myself.

I think the actual approved method is to fill it with a heavier than air inert gas. The reason rinsing doesn't work is that it doesn't remove the film of gas/fuel on the surface of the tank interior which is enough to cause vapors. It's the air/vapor mix that's explosive as hell.

I've had to do it a couple times at work myself, and some of my coworkers looked at me like I was a crazy man for putting my safety ahead of some job. Some of the things these guys are willing to do for the peanuts they get paid are insane, I've seen people work on live circuits, climb ladders behind heavy condensers being pulled up on a rope, and seeing someone work off the very top of a ladder happens so often it's crazy we've only had one person fall off a ladder in the time I have been here.

Yeah, Junior workers have neither the experience to recognize nor the authority to resist being put in unsafe and needlessly dangerous situations, which is exactly why you need watchdog orgs like OSHA/Unions to protect their interests. Then there is the psychological effect (who's name I forget) where having gone through an arduous and unfair experience, even if it is ultimately detrimental, causes you to subconsciously object to it less when it happens to others in the future (eg hazing) leading to a culture of inaction.
