The US government is well aware of people trying to skirt gambling rules with "not money", which has included things like Second Life Dollars and Bitcoins; they take a pretty dim view of it. The biggest concern seems to be how easy it is to turn that thing back into money, and turning Steam Dollars into Real Dollars is pretty straightforward if time intensive.
