I think maybe Nintendo realizes that a Waluigi game would end up being too depressing because he doesn't really have anything good going for him in his life.Like he doesn't have a hot gf like Mario. A cool bro like Luigi. He's not a successful entrepreneur like Wario. A Waluigi game would just be too sad.
