They probably meant that it flows in a horseshoe and there's a point where you can get off and walk back to your car across a short distance. That's how the most popular tubing river in my state works. Either way thinking a river is gonna take you back in a circle is really dumb and they should have questioned it. Its not Schlitterbahn. Most people tubing who are adults tend to get drunk though, so I can see them just kinda getting drunk and not realizing how far they'd drifted without getting out, and then suddenly you're completely lost.
