Yeah I mean it's not a guarantee I suppose, just an extreme statistical likelihood. Also statistically likely: that 13 year old is going to continue making bad life choices. Best case scenario the mom just raises the grandkid as her own kid and the 13 year old has a wake up call and cleans up her act, then sure it could work out fine. Just not very likely.
