Using the context clue that Betty was explaining how the television worked to a clueless Fred, I would imagine that she and Barney invited Fred over to show it to him. Having seen what is supposedly the best this comic has to offer so far, I have come to the further conclusion that it is in no way deserving of this level of thought.

I think the satire is weak and focused on being bitter over all else which hurts it both from a commentary standpoint and from a humor standpoint. YMMV but I don't like it much.
