The joining the military refers to how in the US, up until very recently, men were required to register for the draft at age 18- otherwise they weren't able to register to vote (this may vary by state rather than nationally). But instead of abolishing the draft entirely, the senate passed a bill requiring women to register at age 18 as well as men. The rape as rape thing refers to the culturally pervasive, and incorrect, idea that only women can be raped.

Feminism opposes the patriarchy and the negative impact of gender roles placed on both men and women, which have generally had a greater negative impact on women. Rather than engage with that and deal with how those gender roles affect men (which, despite what that picture says, feminists definitely do talk about) in an honest way, they see it as some sort of gender war and say, "See? Men have it bad, too!" and don't bother to provide a solution or do anything except complain to derail the conversation that they don't understand. But yeah they're specifically talking about circumcision and the draft.

All this propagandising bullshit has made me realise a while ago that the most satifsying superpower, even if it wouldn't do anything meaningful, would be the ability to jump into any persons body. Jump into the closest ally of a union-buster and make him call him out with "Or, howabout if you have specifically put yourself into a position where part of your job is paying your employees, how about you actually do your job and pay your loving employees you incompetent shitheel." It wouldn't work, but it would at least get the secondary rear end in a top hat fired and would be enormously satisfying to be able to yell something like that at some rear end in a top hat that your wouldn't normally be in a position to even meet.
