What constitutes the right mixture for particulate combustion varies by substance. Flour seems quite prone to combustibility compared to a lot of things, but that may just be me over-estimating based on the abundance of particulate flour leading to fires/explosions, where, say, iron shavings can explode pretty nice but aren't usually present in small enough grains stored and shipped all over the place in order to cause such an event. Flour, on the other hand, is both combustible and present all over the place all the time, and is frequently in kitchen environments with open flames, promoting that impression further.

Plus, you know, grain silo explosions.
